State Ballot Questions
On November 5th, voters across the nation were faced with a total of 230 ballot questions upon
which to decide. The following is an update on the health-related ballot questions. (Nov. 20,
1996)
CALIFORNIA

| Prop 214 (SEIU) | failed (42% yes, 58%
no) |
| Prop 216 (CNA) | failed (39% yes, 61%
no) |
| These initiatives would have prohibited the use of "gag clauses" by
managed care plans and impose staffing requirements on health care facilities. In addition,
proposition 216 would have imposed taxes on hospitals that reduce their work forces and create a
new public corporation to act as a patient advocate. |
IDAHO
|
| SJR 111 | passed |
| This resolution would allow county, district and the state's 28 joint
city/county hospitals to participate in business relationships like their private hospital
counterparts. In addition, Idaho public hospitals would be allowed to engage in shared services
and other joint or cooperative ventures to finance facilities and projects. |
NEVADA
|
| Question 13 | passed |
| Question 13 would exempt orthotic appliances and ambulatory casts
from sales tax if prescribed by a licensed health care provider. |
OREGON
|
| Measure 35 | failed |
| This measure would ban capitation as a form of provider
payment. |
| Measure 39 | failed |
| This measure would allow all health insurance plans and workers
compensation plans to allow patients to choose alternative providers and forbid state or private
entities from discriminating among providers who offer the same or similar services. |
