Background
With the discovery in 1994 of the
statistically significant relationship
between nursing care and patient
outcomes and The American Nurses
Association's 1997 groundbreaking
report, Implementing Nursing's
Report Card: A Study of RN Staffing,
Length of Stay and Patient Outcomes,
there has been an effort underway to
require health care facilities to collect
data on patient outcomes related to
nursing care and make it publically
available. A study bill was passed in
FL in 1996. In 2000, legislation
passed in RI required an advisory
council to consider nursing sensitive
performance measures. Regulations
are being written in NJ regarding the
mandatory collection and public
disclosure of nursing quality indicators
by health care facilities.
Legislation
introduced this year in MA, NY and
OR that would require the collection
of nursing quality indicators in health
care institutions.
