1999 State Legislative Trends

Introduction

Welcome to the newly revised State Legislative Trends Report.

Each easy-to-read page captures a moment in time, a snapshot of what is happening in every state on a particular topic. A text box accompanies each map and provides a succinct definition of the more prominent bills ANA State Government Relations (SGR) is monitoring and, whenever possible, supplies a two-year historic perspective.

We have chosen, for our first foray into this format, the 11 topics we have determined to be of greatest interest at this time. SGR does, however, monitor other topic areas, including state licensing reform initiatives, EMT scope of practice, first assistant in surgery, surgery technicians, telehealth, mandatory overtime, worker identification badges, safe nursing care assignments, violence in the workplace and latex allergies. All topics taken together comprise approximately 600 pieces of state legislation that are currently being monitored. The sources for legislative tracking include Lexis/Nexis, the National Conference of State Legislatures' Health Policy Tracking Service, each state legislature's bill information system, and the SNAs. These bills are modified and updated on a continual basis as information becomes available.
