This session will provide an overview of disaster response and the planning and coordination that must occur at the federal, state and local levels. It will also speak to the nature of threats faced in the U.S. today.

Expert legal and regulatory scholars will discuss state and federal laws and regulations that must be taken into account when considering issues related to standards of care provided during a disaster.

8:30 am - 9:30 pm Plenary #3 - Challenges in Allocation of Scarce Material and Human Resources During a Disaster

During a disaster, medical material and human resources will be in short supply. Difficult decisions will need be made to determine how best to deploy them to meet the greatest need. This session will focus on factors and strategies that need to be taken into consideration during this time.

Keeping health care personnel safe during a disaster is absolutely paramount given the critical role they play during a disaster. In addition, knowing that family is being cared for can relieve a burden to allow the health care provider to focus on the task at hand. This session will discuss the current knowledge on how best to care for health care workers, facilities and families.

Significant issues remain within the disaster planning and response community related to the care of populations with special needs during a disaster. This session will discuss these challenges and provide some strategies for consideration.
