Web-based Quality Tool Launched by AHRQ

The Agency for Healthcare Research and Quality (AHRQ) announced the launching of a web-based quality tool. The tool - State Snapshot is based on the 2005 National Healthcare Quality Report (NHQR) and the 2005 National Healthcare Disparities Report (NHDR). State Snapshot allows the user to run reports and ranks states’ performance on specific measures such as cancer, diabetes, heart disease, maternal child/health and other measures. State Snapshot provides performance meters, state ranking tables, in-depth focus on diabetes, all available NHQR measures and methods on how the summary measures were developed. Performance meters show at a glance the state’s performance. State ranking tables rank all states including the District of Columbia on 15 of 179 measures contained in the NHQR. Summary measures are provided by the type of care and setting of care. AHRQ plans on partnering with 4 states to develop a guide that would assist the states in using State Snapshot for quality improvement and priority setting. Call for Public Comment on Draft Psychiatric Mental Health Scope and Standards

The American Psychiatric Nurses Association (APNA) and International Society of Psychiatric Nurses (ISPN) have completed the 2006 draft Psychiatric Mental Health Nursing Scope and Standards and seek public comment on that content. NIP Needs Pilot Testers

4th National Clinical Conference on Cannabis Therapeutics

The Fourth National Clinical Conference on Cannabis Therapeutics will be held in Santa Barbara, California on April 7 - 8, 2006. This accredited conference is specifically organized to present up-to-date research, including clinical trials, on the efficacy of cannabis and cannabinoid products and will feature international experts.

A number of states have recognized the efficacy of cannabis and passed laws allowing their citizens to have access to this medication despite the federal prohibition.

This conference will be important for nurses who work in pain management, oncology, hospice settings, mental health, physical medicine and rehab, OB/GYN, pediatrics, family practice, internal medicine and who care for patients with HIV/AIDS, glaucoma, or substance abuse problems. This conference is also suggested for those who teach nursing students about pharmacology and prepare them for medication administration.

FY 2007 Budget Resolution Amendment to Add $7 Billion in Domestic Spending Passes Senate
03/22/06
An amendment to the Fiscal Year 2007 Budget Resolution introduced by Sens. Arlen Specter (R-PA) and Tom Harkin (D-IA), designed to increase federal funding for critical health, education, training and low-income programs, passed in the U.S. Senate on March 15 by a vote of 73 to 27. The Specter/Harkin Amendment increases the budget authority for these programs by $7 billion. If this amount is maintained through the final Budget Resolution negotiations, it would allow Appropriations Committees to increase funding for health and education programs, including the Nursing Workforce Development programs administered by the Department of Health and Human Services (Title VIII of the Public Health Service Act).

ANA wrote a letter to members of the Senate urging them to vote in favor of the amendment. For details, see letter [pdf].

ONS Foundation Breast Cancer Research Grant

The Oncology Nursing Society (ONS) Foundation recently obtained funding for a $100,000 Breast Cancer Research Grant and are currently distributing a call for proposals. The principal investigator must be actively involved in some aspect of cancer patient care, education, or research. Funding preference is given to projects that involve nurses in the design and conduct of the research activity. Membership in ONS is not required. Letter of Intent due: June 2, 2006. More...

Special Policy Discussion with Joint Commission President

The Joint Commission on Accreditation of Healthcare Organizations (Joint Commission) is conducting a free one hour telephone conference call on Thursday, March 23 at 11 a.m. P.T. /noon M.T. /1 p.m. C.T. /2 p.m. E.T.

Joint Commission President Dennis S. O’Leary, M.D. will review data policy decisions made at the recent Board of Commissioners meeting, as described in the March 6 news release. Also provided, is a table that contrasts the different aspects of the Joint Commission’s data policies before and after the Board meeting. The Commission hope this information is helpful in clarifying some of the confusion in the field following their Board meeting.

Ample time will be provided during the conference call for participants to ask Dr. O’Leary questions about this and related topics. If you would like to participate in the call, complete the registration form.

Upon registration you will immediately be provided the toll-free telephone number and password. Please print out the page or write down the telephone number and password. You will NOT receive an e-mail confirmation.

March is National DVT Awareness Month

The American Nurses Association (ANA) is once again supporting the Coalition to Prevent Deep-Vein Thrombosis (DVT) in raising awareness of DVT, a commonly occurring medical condition and its potentially fatal complication, pulmonary embolism (PE). The Coalition, which is comprised of more than 39 representatives from nationally known professional associations (including ANA), patient advocacy groups and other public health organizations, has designated March 2006 as the third annual DVT Awareness Month. In March 2005, the United State Senate passed resolution S. 56, officially recognizing March as National DVT Awareness Month. In 2005, DVT Awareness Month increased awareness of this condition by reaching more than 400 million people. With your help, we hope to raise that number even higher in 2006.

DVT Awareness Month is a multi-faceted campaign to increase awareness among consumers, healthcare professionals and policy-makers about DVT and PE on a national and local level. According to the American Heart Association, up to two million Americans are affected annually by DVT. Yet, a national survey released by the American Public Health Association (APHA) found that most Americans (74 percent) have little or no awareness of DVT. With public awareness of the risk factors and understanding of symptoms, professional vigilance and proper medical care, the risk of DVT may be reduced and the condition can be successfully treated. Clinical risk factors that are present in a high proportion of hospitalized patients include cancer, certain heart or respiratory diseases, prior DVT, increasing age, prolonged immobility, obesity, acute medical illness, patients undergoing major orthopedic surgery (such as joint replacements) who remain immobile in bed after an operation, pregnancy, restricted mobility caused by long-distance travel and paralysis. Symptoms of DVT include pain, swelling, tenderness, discoloration or redness of the affected area, and skin that is warm to touch. For more information please go to www.PreventDVT.org.

Nurses2Nurses4Teens Group Met March 2-3 at ANA Headquarters

The mission of ANF’s Nurses2Nurse4Teens is to establish and build partnerships among nursing organizations to promote and enhance adolescent health. Previously called ANF PIPPAH, nurses from different nursing organizations come together every year to share resources, evaluate past activities and plan future events to promote positive youth development. At present there are three continuing education (CE) modules online for nurses who wish to update their skills in caring for adolescent clients. Washington State Nurses Celebrate Passage of Safe Patient Lifting Law

Washington State on March 8 passed legislation (H.B. 1672) to promote safe patient handling and prevent workplace injuries amongst registered nurses and health care workers. Passage of this bill has been a top legislative priority for the Washington State Nurses Association (WSNA) this session, and the victory is the result of efforts made by the WSNA along with other nursing organizations, unions and the hospital association. The Infectious Diseases Society of America (IDSA) today (03/01/06) renewed its call for federal legislation to galvanize the pharmaceutical and biotechnology industries into fighting the growing epidemic of antimicrobial resistance, releasing a "Hit List" of the six top-priority dangerous, drug-resistant microbes. These six "superbugs" are especially dangerous because few or no new drugs are being developed to treat them. Read press release...
