American Public Health Association Student Achievement Awards

Students are invited to participate in the 132nd annual meeting of the American Public Health Association (APHA) from November 6 - 10, 2004 in Washington, D.C. Public Health and the Environment is the theme of this year's meeting.

In order to encourage student involvement, the Environment Section is offering awards to students for the best oral or poster session presentations at the annual meeting. Ten finalists for the award will be selected based on abstracts submitted to the Environment Section by February 6, 2004. A certificate and cash award given to each finalists. The top prize is $300. The Environment Section may also provide travel scholarships to the conference for the top 10 student poster submissions.

ANA Supports Collection of Data for Health Care Worker Safety

The ANA submitted comments to the Centers for Disease Control and Prevention (CDC) on January 22, 2004 in support of renewing the National Surveillance System for Health Care Workers (NaSH). NaSH collects information related to exposures and infections among hospital-based health care workers, such as bloodborne pathogens, tuberculosis, and other vaccine-preventable diseases. Additional data for which ANA advocated included reports of non-infectious occupational injuries, such as musculoskeletal disorders, latex allergy, and workplace violence assaults. The ANA believes that NaSH is an invaluable endeavor that contributes to the protection of nurses and all healthcare workers in the hospital setting. ANA Testifies Against Proposed Rule to Block Overtime Pay

Citing concerns about the negative impact on nurses as well as their patients, a nurse representing ANA testified against a controversial final rule to change overtime provisions outlined in the Fair Labor Standards Act (FSLA) at a packed Senate subcommittee hearing on Jan. 20.

The rule, proposed by the Department of Labor (DOL), would change the basis for determining which employees are entitled to overtime pay. If the change is implemented, as many as 8 million American workers could lose their right to time-and-a-half pay when they work more than 40 hours in a single week. The hearing was held before the Senate Labor, Health and Human Services and Education Appropriations Subcommittee; Sen. Arlen Specter, (R-PA), chairman of the subcommittee, presided.

Speaking on behalf of ANA, Patricia J. Hefner, RN, C, a Pennsylvania State Nurses Association (PSNA) member, testified against the proposed FSLA change by outlining how it would specifically affect nurses.

ANA and its constituent members have been outspoken opponents of the proposed revisions, citing concerns about the impact on nurses as well as their patients. ANA believes that under the new rules, employers would increase the dangerous practice of forced overtime for nurses since they would not be required to compensate them at time-and-a-half. In addition, such changes would further erode nurses' working conditions, exacerbating an already growing shortage of nurses.

The Bush administration first announced its plan to revise the FLSA in March 2003. Both the House and the Senate voted against the DOL proposal last fall, with Sen. Tom Harkin (D-IA) inserting an amendment that would have blocked funding for it into the omnibus appropriations bill. However, this language was stripped prior to a House vote approving the bill in early December, leaving the DOL free to proceed with the new rule. New Zealand Nurses Establish Relief Fund for Cyclone Victims

The New Zealand Nurses Organization (NZNO) has established a relief fund in the wake of Cyclone Heta, which devastated the tiny South Pacific island of Niue earlier this month. Among the casualties was a nurse who died when her house was destroyed. A recently built hospital, the only one on the island, was flattened.

NZNO has made an initial contribution of $5,000 to the relief fund to assist in the reconstruction. Anyone wishing to make a contribution may send a check made out to "NZNO Niue Relief Fund 2004" and mail it to:

FDA Announces Plans to Prohibit Sales of Dietary Supplements Containing Ephedra

HHS Secretary Tommy G. Thompson announced that the Food and Drug Administration (FDA) has issued a consumer alert on the safety of dietary supplements containing ephedra and has notified manufacturers of its intent to publish a final rule on dietary supplements containing ephedrine alkaloids. The rule will state that dietary supplements containing ephedrine alkaloids present an unreasonable risk of illness or injury.

"We are taking action today to notify Americans about the unreasonable risk of ephedra as currently marketed in dietary supplements," said FDA Commissioner Mark B. McClellan, M.D., Ph.D.
