Alternative Dispute Resolutions - New CE offering - Free until April 15, 2001

ANA's Center for Workplace Advocacy is pleased to announce Alternative Dispute Resolutions, a new Online, Independent Study Module (ISM). This module is specifically written for nurses in the workplace.
ANA knows RNs need resources to manage workplace issues and disputes. Even in the best of all possible worlds, conflicts occur in the workplace. Yet, given the rising tumult within current health care delivery systems, the request for guidance on managing workplace issues continues with both urgency and increasing frequency.
Ms. Jill Bachman, MSN, RN from Peer Assistance Services, Inc. in Denver Colorado is the author. Ms. Bachman received outstanding reviews for her presentation on Alternative Dispute Resolution in Health Care at ANA's 2000 Convention in Indianapolis, Indiana. Now ANA offers every nurse the opportunity to learn these useful strategies.
Ms. Bachman began her nursing career in the field of psychiatric and mental health nursing. The author draws on nearly 30 years of nursing practice for her current role as an Education/Outreach Coordinator for Peer Assistance Services, Inc. Alternative Dispute Resolution, especially mediation and its application to disputes throughout the challenging and turbulent health care field, is the major focus of Ms. Bachman's current work.
This stimulating ISM uses well-researched case scenarios to bring the crucial elements of dispute resolution into clear focus. These processes can also be applied to conflict situations that may arise in employment matters, in health care contracting and even in the development of health care policies.

Federal Court Upholds Massachusetts Nurses' Right to Vote
Vote to Disaffiliate from ANA Non-binding

March 24 -- During a contentious meeting in Worcester, Mass., today,
less than 10 percent of the Massachusetts Nurses Association (MNA) voted to disaffiliate from the ANA.
The vote was non-binding.
Judge George A. O'Toole of the U.S. District Court for the District of Massachusetts issued an injunction on March 23 to prohibit MNA from conducting a
binding vote at its scheduled meeting today - or any other meeting - that could result in MNA disaffiliating from the ANA. The judge issued the injunction because the planned vote would deny the equal right to vote to MNA members who, for legitimate reasons, were unable to attend the meeting. The Court ruling directs the MNA to submit a plan to ensure that its members' equal right to vote is guaranteed and mandated that the plan be approved by the Court before it may be implemented. Judge O'Toole said that MNA had to have known that its decision to conduct the vote at its meeting would disenfranchise thousands of members and that this decision was probably "intentional." The U.S. Agency for Healthcare Research and Quality (AHRQ) has published a free new catalog, Databases and Related Resources from the Healthcare Cost and Utilization Project (HCUP). The HCUP project, a federal-state-private industry partnership to build a standardized, multi-state health data system for use in health care research and analysis, currently encompasses 22 state-specific hospital inpatient databases, 9 state-specific ambulatory surgery databases, and the Nationwide Inpatient Sample. This latter consists of a stratified probability sample drawn from the state inpatient databases. HCUP databases contain a core set of clinical and nonclinical information on all patients, regardless of whether their care was paid for by private insurance, Medicare, or Medicaid, or if they had no health insurance. Researchers and analysts use HCUP data to examine hospital utilization, access, charges, quality and outcomes, and to identify, track, analyze and compare trends at the national, regional and state levels.
The catalog also describes HCUPnet, an interactive service on AHRQ’s Web site for instantly identifying and comparing hospital inpatient statistics at the national, regional and state levels. Other featured resources include AHRQ software tools for hospital quality improvement and research purposes and recent statistical reports and studies based on HCUP data.

The ANA and other organizations are co-sponsoring a March 26 national satellite town meeting to discuss how to make expanded health coverage and access a national priority. The teleconference is being sponsored by Families USA and underwritten by the Robert Wood Johnson Foundation (RWJF). Broadcast live from Washington, DC, to hospitals and other sites, the program will feature ANA President Mary Foley, MS, RN, along with several other health care leaders. Susan Dentzer, health care correspondent from "The News Hour with Jim Lehrer" on PBS, will moderate, and Sen. Kent Conrad (D-ND) and Rep. Nancy Johnson (R-CT) will be among the participants.
The ANA and Families USA, as well as several other organizations, have also been cosponsoring an ad campaign on the uninsured that is being underwritten by RWJF. The ads began running in newspapers across the country, including the Washington Post and The New York Times, as well as in congressional newspapers on Monday, March 5, and will continue running every day until early May.

Magnet Commission Recognizes 30th Nursing Service

Abstract
The outcomes of genetic research endeavors have the potential to transform health care with significant implications for both providers and consumers of clinical services. Professional and public integration of genetics knowledge is key to successful utilization of genetics
information. This independent study module will provide an overview of genetics including an historical perspective, examples of genetic health care, the nursing perspective,
and ethical considerations and challenges. New scientific explanations for health, disease, responsiveness to treatment, and design of options for care may create personal and professional dilemmas. Nurses have a responsibility to become active participants in confronting the demands resulting from this new knowledge for education, practice and policy. The purpose of this independent study module is to provide a foundation from which the profession of nursing can build to enhance current skills and knowledge about genetics to prepare for this transformation in health care.

House Votes to Repeal OSHA Ergonomics Standard

As expected, the House of Representatives has scuttled the Occupational Safety and
Health Administration (OSHA) ergonomics standard by voting 223 to 206 to kill the
rule. The vote came last night, less than 24 hours after the Senate voted to rescind
the Clinton administration regulation, which went into effect Jan. 16. The measure now
goes to President Bush, who is expected to sign it. ANA denounced the action. More...
