Partners in Program Planning for Adolescent Health: A Nursing Initiative

The American Nurses Foundation's project, The Partners in Program Planning for Adolescent Health (PIPPAH): A Nursing Initiative is now in its Cycle II, receiving notice of continued funding in August 2002. During Cycle II, the goal is to promote awareness and support for adolescent health and positive youth development. A specific goal is to strengthen commitments from nursing organizations to focus on adolescent health. Sixteen nursing organizations are divided into two groups, a planning group and an implementation group. The Planning Task Force met March 12-13 in Washington, DC, and the Implementation Task Force will convene July 30-31. The PIPPAH: A Nursing Initiative Project at ANF is funded by a four-year cooperative agreement with Health Resources and Services Administration (HRSA), and the Maternal and Child Health Bureau (MCHB). ANF PIPPAH project developed an independent study module in Cycle I titled "Working with Adolescents." It has been renewed and is currently available on NursingWorld: http://nursingworld.org/ce/. African American Children and Domestic Violence: Prevention and Intervention

The Institute on Domestic Violence in the African American Community's June 2003 Forum on African American Children will examine the impact of domestic violence on children and recommend ways in which the African American community can collaborate with helping institutions to address the devastating effects that violence has on children and child development.

During the Forum, noted authorities on the subject will look at the Impact of Domestic Violence on Children; Out of Home Placement; and the affects of Children Who Witness, Use and are Victims of Violence. Authorities also will critique the system, community and family issues that either help or hinder a child's capacity to negotiate domestic violence in the community and in the family. The affects of domestic violence on children will be examined from pre-school through adolescence, as well as other parts of the life span. Institute on Nursing Informatics and Classification

The University of Iowa will host the 5th annual "Institute on Nursing Informatics and Classification" in Iowa City, Iowa on June 9-12, 2003. Registration is limited to 50 individuals. The purpose of the Institute is to discuss cutting edge issues in informatics and to learn about the current state of development and use of NIC and NOC, including the forthcoming new editions.

Content for the Institute will include lectures by distinguished national speakers, such as, Daniel Pesut, Professor and Chairperson, Environments for Health, Indiana University and Roy Simpson, Executive Director, Cerner Corporation; as well as field site visits to agencies that use nursing standardized language; a preview of selected software including Cerner, Elseiver (NANDA, NOC, and NIC: Electronic Linkages), Ergo, McKesson, and Nurse's Aide; and opportunities to dialogue with developers of NANDA/NDEC, NIC and NOC.

Joint Commission, National Quality Forum Seek Applicants for the 2003 Patient Safety Awards

The Joint Commission on Accreditation of Healthcare Organizations (JCAHO) and the National Quality Forum (NQF) are accepting applications for the John M. Eisenberg Patient Safety Awards designed to recognize individuals and health care organizations that are making significant contributions to improving patient safety. The 2002 Individual Lifetime Achievement award was presented to RN Julianne Morath, Children's Hospitals and Clinics, Minneapolis, MN.

ANF Project Update: Food-Safe Schools

The Food-Safe Schools Project was launched at the American Nurses Foundation (ANF) in October 2000. The goal of the project is to develop and demonstrate a national strategy that enhances the role of the school nurse in reducing and managing school-based foodborne illness outbreaks.

In late December, an expert panel of school nurse leaders provided guidance for resource materials and critiqued a draft school nurse response plan developed by Elaine Brainerd, project director. The panel also created a framework for workshops to promote leadership by school nurses in prevention, early detection and management of a suspected foodborne illness outbreak in schools. A handbook for school nurses is currently being developed identifying their role in a foodborne illness outbreak among school-age children.

On March 12-13, Brainerd participated in planning an epidemiology training for health department personnel to include nurses. This training will be provided by the Centers for Disease Control and Prevention (CDC) and the National Environmental Health Association (NEHA).

Fifth National Conference on Immunization Coalitions

This year's conference, "An Oasis of Ideas in Arizona", will provide information, resources and skill-building sessions designed to refresh and grow immunization coalitions at every stage of development. INS Educates Providers About Ways to Use the H-1B Visa for Nurses

The debate over the H-1C visa may become moot, however, given the recent move by the administration to clarify the H-1B temporary work visa as it relates to nurses. The H-1B is primarily used by high-tech industries to bring specialists into the country (computer engineering, telecommunications, etc.). Only occupations that require a bachelor's degree as a common entry to the profession are eligible for the H-1B visa. On Nov. 27, 2002, the INS issued guidance detailing how the H-1B may be used for certain types of RNs. Specifically, advanced practice registered nurses and staff nurses who have immigrated and are employed in North Dakota will now be eligible for the H-1B. In addition, certain specialties such as critical care, ER, and OR may also qualify. ANA believes this new guidance may result in the increased use of temporary visas for foreign-educated nurses. Please inform ANA if facilities in your state are using the H-1B to bring in foreign nurses. Legislation Introduced to Expand H-1C Visas

The Rural and Urban Health Care Act (HR 87) has been re-introduced in the new Congress. This bill would greatly expand the current H-1C temporary nurse visa authority, and remove many of its safeguards. ANA opposed this bill in the last Congress and will oppose it again. While ANA recognizes and supports the fundamental right of individuals to move and migrate, ANA opposes relaxing current limitations on employment visas for nurses because it opens up the door to exploitation of foreign nurses and removes incentives to address the drivers of shortages. April AJN Highlights - The Analysis of the Nursing Workforce Crisis

The April issue of the American Journal of Nursing analyzes viable options to the nursing shortage in its article "Analysis of the Nursing Workforce Crisis: A Call to Action," which focuses on the gaps in major reports that have been released over the past few years. The article also asks our nation and key stakeholders to develop a comprehensive plan to address this crisis.

AJN's Issues Update column provides the survey results of how nurses believe the shortage could be alleviated. Washington Watch discusses a bill introduced into the House of Representatives to ease the fears of receiving the smallpox vaccine. And before taking that new job, Health and Safety emphasizes the necessary questions you should ask about the programs your new employer has in place regarding the health and safety of its employees.

SARS Satellite Broadcast/Webcast - April 4, 2003

The broadcast, "Preventing Spread of Severe Acute Respiratory Syndrome (SARS)", sponsored by the World Health Organization (WHO) and supported by Centers for Disease Control and Prevention (CDC) will take place on Friday, April 4, 2003, 10:00 AM - 11:30 AM ET. The broadcast will provide information on Severe Acute Respiratory Syndrome (SARS) reported in patients in Asia, North America, and Europe. It will also discuss the latest findings regarding the SARS outbreak and prevention of transmission in healthcare settings. The faculty will include representatives from WHO, CDC, and several affected countries who will report their experiences with SARS.

Smallpox Emergency Personnel Protection Act Defeated

On March 31, by a vote of 184 for and 206 against, the Smallpox Vaccination Compensation Fund Act (H.R. 1463) was defeated in the House of Representatives. Nurses won the battle to beat back this unacceptable smallpox vaccination bill. Now, the fight moves onto the Senate. ANA does not oppose a smallpox compensation program however, ANA believes legislation must provide adequeate education, prescreening, surveillance and compensation for nurses and other first responders. Thank you for your quick response. We had a powerful impact on this issue.
