A staunch advocate of legislation to control nursing practice, Lavinia Lloyd Dock is also remembered for her outstanding contributions to nursing literature. She graduated from Bellevue Training School for Nurses in 1886 and soon after became night supervisor at Bellevue. New OSHA Materials Available to Assist in Compliance with the Needlestick Safety and Prevention Act

On May 9, 2001, the Occupational Safety and Health Administration (OSHA) launched an outreach effort to educate employers, health care workers and the general public on the new provisions to the Bloodborne Pathogens Standard enacted due to passage of the Needlestick Safety and Prevention Act. OSHA is making available a collection of written materials designed to explain specific aspects of the standard, particularly, the need to maintain a sharps injury log and to involve non-managerial employees in selecting safer devices.

Click on the following OSHA links, download these fact sheets and pass them on to your employer. Although OSHA will not be enforcing the new provisions of the standard during this outreach effort, employers WILL need to comply beginning on July 17, 2001.

ANF Launches New Immunization Web Resource

The Immunization Nursing Network: Provider Outreach Web Education and Resources (INN:POWER) listserv is a new web based resource geared to increase the knowledge of nurses and health care professionals about immunizations across the life span, with the intent of improving immunization rates among the population. It is anticipated that this project will become a 'one stop shop' for nurses to access the most accurate, current and scientific immunization information. We hope this resource will be of value to you and others in helping nurses to be safe and effective providers of vaccine services.

Through this listserv, partners will have regular access to each other, be able to answer queries, respond to challenges, and serve as a resource. The American Nurses Foundation (ANF) will provide partners with current information from conference calls sponsored monthly with CDC and serve as a primary source of information in the event of a disease outbreak, or when developments arise, actions that indicate the immediate need for reliable scientific information. The vaccine and immunization resources from CDC, ACIP, NNINA, AAP, IFDA, ECBT, IAC, NNii, and other groups will be made available to you. Additionally, the Healthy People 2010 Immunization/Vaccination Objectives will be posted on our listserv. The objectives will also be posted on our website, which is currently under construction.

Patients Want Family Presence

For the first time, a qualitative study confirms that patients prefer to have family members with them in the emergency department during invasive procedures or cardiopulmonary resuscitation, because they feel soothed, protected and less frightened. Published in the May, 2001 issue of the American Journal of Nursing (AJN), "Family Presence During Invasive Procedures and Resuscitation: Hearing the Voice of the Patient" complements a February 2000 study that explored the reactions of family members and health care providers to the presence of family members in the ED and adds to evidence to support the review of typical hospital policy which keeps families and patients apart during medical crises.

The 2000 study confirmed that family members, nurses and physicians support the practice [of family presence] as positive and beneficial.

OSHA's Office of Occupational Health Nursing Seeks Nurse Interns

OSHA's Office of Occupational Health Nursing located in Washington, D.C., is currently accepting applications for OSHA's Nurse Intern Program for the year 2002.

There are two options for candidacy. Option one: Registered nurses enrolled in a graduate level program in either occupational health nursing or public health with a specialty inoccupational health or Option two: Registered nurses who are board certified in occupational health nursing with at least 5 years of occupational health experience and enrolled in a graduate level nursing program. The internship facilitates a professional relationship between the graduate student OHN and OSHA representatives through research opportunities and educational experiences in the field of worker safety and health. NCEP Issues Major New Cholesterol Guidelines

The National Cholesterol Education Program (NCEP) today issued major new clinical practice guidelines on the prevention and management of high cholesterol in adults. The guidelines are the first major update from NCEP in nearly a decade.

Key changes in the new guidelines are: more aggressive cholesterol-lowering treatment and better identification of those at high risk for a heart attack; use of a lipoprotein profile as the first test for high cholesterol; a new level at which low HDL (high-density lipoprotein) becomes a major heart disease risk factor; a new set of "Therapeutic Lifestyle Changes," with more power to improve cholesterol levels; a sharper focus on a cluster of heart disease risk factors known as "the metabolic syndrome;" and increased attention to the treatment of high triglycerides.

The new guidelines are expected to substantially expand the number of Americans being treated for high cholesterol, including raising the number on dietary treatment from about 52 million to about 65 million and increasing the number prescribed a cholesterol-lowering drug from about 13 million to about 36 million.

The Virginia Nurses Association (VNA) successfully concluded a three year celebration in honor of their centennial on May 2, with the induction of Virginia's Nursing Hall of Fame. Ten outstanding nurse leaders of the past century have been placed in the Virtual Hall of Fame. (see http://www.library.vcu.edu/tml/speccoll/nursing/index.html.) They also honored more than 50 Centennial Nurses - RNs with 10 or fewer years in the profession. It was grand!

Slaying of Red Cross Workers Condemned by World Health Professions Alliance

WPHA Calls for Special UN Rapporteur

Geneva, May 9, 2001 -- The nurses, physicians and pharmacists of the world, represented by the World Health Professions Alliance (WHPA) condemn, in the strongest possible terms, the recent brutal killings of six International Committee of the Red Cross workers in Congo. The six murdered staffers included a Swiss nurse, a Columbia relief worker and four Congolese workers.

In the face of yet another attack on health and humanitarian workers and the flouting of the red cross emblem identifying health professionals and relief workers in conflict zones, the WHPA has acknowledged the United Nations decision to appoint a special rapporteur for human rights defenders. However, the alliance renews its call on the United Nations to let this rapporteur focus his or her work on health professionals. It is imperative to monitor and ensure the independence and safety of health professionals in providing care to all people.

"Health professionals are desperately needed in areas of conflict and have an ethical duty to serve humanity", said Judith Oulton, CEO of the International Council of Nurses (ICN)." But protection for them must be strengthened, as increasingly the Red Cross symbol, and other relief worker identification, seems to be a target rather than a protection."

"This attack on health and relief workers acting in the line of duty is profoundly shocking", stated Ton Hoek, General Secretary of the International Pharmaceutical Federation (FIP). "As health professionals, we believe all people have a right to care, but providers of care must enjoy a special protection and respect."

Dr. Delon, Human of the World Medical Association (WMA), added that health professionals often suffer reprisals for providing treatment and counseling to those whose human rights have been violated. "It is unacceptable that health professionals are often prevented from providing care. They are tortured, imprisoned, banished or killed in the line of duty and health facilities, including training institutions, are too often targeted for wonton destruction."

Delaware County Nurses Association Inc., in conjunction with the nurses of District 1 (Philadelphia) Pennsylvania State Nurses Association (PSNA) is sponsoring a MILLENNIUM NURSES MARCH on Saturday, May 5th, 2001. Our goal is a grassroots effort to bring attention to the nursing shortage and how it impacts on patient and consumer safety.

Featured speakers are Christina Terranova RN, LNC, Chairperson of the Florence Project, Inc. a patient/nursing advocacy organization, who will discuss workplace advocacy and ways to improve nursing retention; Claire McGuire RN, C Psychiatric Clinician, discussing methods to prevent workplace violence; and Marguerite Lieb Zalon PhD, RN, CS, President of PSNA who will present solutions to the nursing shortage.

During Nurses Week, Thousands to Sign Petitions Calling for Legislation

Albany, NY - May 2, 2001 - Nurses will observe Nurses Week 2001 (May 6-12) at a time when there is little to celebrate about the condition of nursing care. To draw public attention to a growing public health crisis, the 33,000 members of the New York State Nurses Association (NYSNA) will participate in a nationwide "RNs Demand Safe Staffing" petition campaign.

Nurses will sign petitions calling for legislation to promote safe staffing, an end to mandatory overtime, whistleblower protection, and other measures designed to improve working conditions for nurses and improve the quality of patient care. They say that while individual nurses continue to perform heroically to provide adequate care to their patients, they are being pushed to the limit.

But when that sacrifice is due to gross mismanagement, or when they are asked to perform miracles for months and years at a time, nurses begin to look for a way out."

Wright Patterson Medical Center Celebrates Nurses Week

In the Air Force, Nurses Week is an occasion to recognize the significant contributions not only of nurses, but also of medical technicians, who contribute to nursing care.

To honor these outstanding nurses and medical technicians, complimentary culinary delights will be served during May 7 -11. There will be bagels/muffins and yogurt/fruits on Monday; pizza on Tuesday; ice cream on Wednesday; cake/punch on Thursday; and a cookout on Friday. In addition, an essay contest on "What It Means To Be A Nurse/Medical Technician" was held to further honor the nurses/medical technicians' contributions to the medical center and Air Force Nursing.

We have the following activities for the whole week: Role Play on DOs and DON'Ts for nurses (competition per department), Cultural Night in a hotel (dinner, songs and dances of different nationalities), games competition (volleyball, chess, billiard, swimming, tug of war), barbecue night, Nursing Quiz bowl competition per department (gen. nursing, infection control and basic Arabic language), Poetry Competition and Questionnaire (handwashing and hand disinfection).

These competitions and other activities keep us in high spirits and give us respite from stress from our hospital work.

Citrus Valley Celebrates National Nurses Week

During this week, registered nurses at Citrus Valley Health Partners will be honored with the following activities: a Nurse History Display, Ice-cream Social, Nurse Creative Arts Exhibits, Nurse Day Tea and Nurse Traditional Uniform Day.These events will be held at the Citrus Valley Medical Center's Queen of the Valley Campus and Inter-Community Campus.

On Friday, May 11, Citrus Valley Health Partners nurses will dress in traditional uniforms as a way of honoring themselves and their profession. Citrus Valley Health Partners nurses are dedicated to providing high standards of nursing practice and promoting a positive and realistic view of nursing.
