ANA Plans to Publish Book on Florence Nightingale

This fall, nursesbooks.org, the Publishing Program of ANA, plans to publish the work of three well-known Nightingale scholars. Florence Nightingale's Blueprint for the 21st Century: Healing, Leadership, Global Vision, by Barbara Montgomery Dossey, PhD, RN, HNC, FAAN; Louise C. Selanders, EdD, RN; and Deva-Marie Beck, PhD, RN, will show how the teachings of the profession's founder and 19th-century social visionary apply to contemporary nursing practice.

Brooklyn, NY -- Matthew Arant, a nursing student at Lincoln Memorial University, Corbin, KY, was elected President at the NSNA's 51st Annual Convention in Phoenix, AZ, April 23-27, 2003. Mr. Arant completed his Associate Degree in Nursing this month, and will pursue a BSN this fall, also at Lincoln Memorial.
Mr. Arant served on 2002-2003 NSNA Board of Directors as Imprint Editor, contributed editorials, and conducted workshops. He was both president and vice-president of the Lincoln Memorial University Student Nurses Association, Corbin Campus. Read complete press release at www.nsna.org.

Insufficient nurse staffing is the number one concern of nurses today. Accordingly, securing appropriate staffing to protect nurses and patients has been ANA's priority for a number of years. ANA and its CMAs have developed and implemented a range of strategies with the goal
of achieving appropriate nurse staffing. These include: development of the Principles of Nurse Staffing, development of nursing-sensitive quality indicators and collection of hospital data and benchmarking through the National Database of Nursing Quality Indicators, and development of both a federal and a nationwide state legislative agenda. In addition, UAN and CWPA have developed specific strategies to promote appropriate nurse staffing.

The nationwide vacancy rate for nurses is expected to climb to 29% by 2020 from about 6% today, continuing to strain hospitals' finances and inhibiting improvements in credit quality, according to Fitch Ratings. The supply-and-demand curve will worsen as retiring nurses outnumber replacements, and pressure for higher salaries and more generous benefits will grow, Fitch said. Meanwhile, gains in operations are likely to be offset by higher labor, pension, insurance and supply costs. Because of this, hospitals addressing the nursing issue today by recruiting foreign nurses and improving compensation will not see the payoff in credit quality and profitability for years, Fitch said. ABC codes characterize alternative medicine, nursing and other integrative healthcare practices. Maintained by The Foundation for Integrative Healthcare and Alternative Link, the codes were designed to plug gaps in older code sets controlled by the American Medical Association and the federal government's Centers for Medicare and Medicaid Services.
Unless registered, insurance companies, healthcare practitioners and their trading partners will be "locked out" of using ABC codes to conduct e-commerce over the next two years The U.S. Department of Health and Human Services has approved the use and evaluation of ABC codes, which are recognized by ANA.

As reported in Non-Physician Practitioner News, a new proposed rule from CMS, Medicare would deactivate any PIN not used for six months. This would cut in half the current 12 months that CMS waits before deactivating an unused PIN. This change appears in the April 25 Federal
Register (p. 22064) as part of a proposed rule governing receiving and keeping Medicare billing privileges. If you are interested in this rule and wish to comment on the rule, please submit your comment by June 24, 2003.

The Centers for Medicare & Medicaid Services has released two letters to state surveyors of interest to some healthcare risk managers.
In the first, number C-03-17, it clarifies that registered nurses (RNs) may temporarily serve as on-call staff for emergency services in critical access hospitals with 10 or fewer beds in frontier or remote locations and with a demonstrated professional personnel shortage. A request for this privilege must be made through the governor of the critical access hospital's state.
The second letter, number C-03-18, clarifies the situations in which physician assistants (PAs), nurse practitioners, and clinical nurse specialists may perform physician visits, write orders, or sign
certifications in skilled nursing facilities.

Tempe, AZ -- SB 1178, known as the Patient Safety Reporting bill, was signed into law this week with strong support from the Arizona Nurses Association (AzNA). The bill establishes reporting procedures and policies prohibiting retaliation against health professionals working at health care institutions when they in good faith report any practices or violations of law that put patients' health or safety at risk.
The new law protects a health professional from retaliation by a healthcare facility when the health care professional reports an activity which puts a patient at substantial risk to a governmental or
regulatory agency, provided that the professional reports first to the institution and allows a reasonable time for the institution to respond.
"In addition to improving patient safety, this bill may yield another benefit in helping to reduce the critical nursing shortage here in Arizona," remarked Marla Weston, Executive Director of AzNA.

The Health Resources and Services Administration will soon post applications for new nursing scholarships. In the continuing effort to implement the Nurse Reinvestment Act, HRSA has announced that the scholarship applications will be posted on May 16. HRSA expects to distribute an estimated $3.8 million in nursing scholarships for fiscal year 2003. Scholarship recipients must serve at least two years at a hospital or other health care facility with a critical shortage of nurses. Applications are due by June 30, with awards to be made by Sept. 30.
Eligible applicants are U.S. citizens and nationals enrolled or accepted for enrollment in a professional program as a full- or part-time student in an accredited school of nursing. The agency expects to award about 76 scholarships to qualified applicants with the greatest financial need.
