6/30/04
Since the early 1900s, ANA has presented awards to prominent nurses to recognize their outstanding contributions to the nursing profession and the field of health care. Senator John Kerry Called Into the House of Delegates June 28

6/29/04
Sen. John Kerry (D-MA), the ANA-endorsed candidate for president, called into the House of Delegates (HOD) June 28 briefly to share his views of nurses and health care.

"I promise you that when I'm in the White House, I will work to end mandatory overtime, make sure there are adequate nurse staffing levels and make sure your profession gets the respect it deserves," Kerry told nearly 600 delegates and countless members in the audience at the Minneapolis Convention Center.

Kerry said he has a plan to address myriad health care and nursing issues, from Medicare reimbursement to affordable, accessible health care coverage for all Americans. He also discussed the need for ongoing RN recruitment and retention strategies.

Further, Kerry thanked ANA and nurses for their support thus far and urged them to continue garnering more support for his campaign.

Before the HOD concluded, delegates again acted on a number of measures. They asked ANA to support U.S. ratification of two United Nations treaties: the "Convention on the Rights of the Child" and the "Convention on Elimination of All Forms of Discrimination Against Women."

Delegates also asked ANA to continue to build on its successes in winning funding for nurse education, as well as other efforts aimed at addressing the nursing shortage. And, they called on ANA to make the elimination of health disparities among minority populations a priority.

For more complete, updated information on HOD actions, check the July/August issue of The American Nurse or visit www.NursingWorld.org again.

U.S. Surgeon General Richard Carmona, MD, MPH, FACS, kicked off ANA's Biennial Convention June 27 with a keynote address that spoke to the importance his previous experience as a registered nurse has played throughout his career, including in his current federal role.

"And I cannot be successful in my job unless I have nurses on my team," he said.

Carmona also talked about the important role nurses play in all aspects of health care and their expertise in prevention - from efforts to eliminate health disparities and chronic illness to preparedness for terrorist threats.

Also at the convention opening event, Imogene M. King, EdD, MSN, RN, FAAN, and Luther P. Christman, PhD, RN, FAAN, were formally inducted into ANA's Hall of Fame.

The HOD at Work

6/27/04

Among other resolutions, delegates approved one measure that's designed to create a safer health care environment for patients and nurses; another that addresses the development of a clinical privileging model for advanced practice registered nurses; and another that ensures that workplace technology assists -- and not interferes -- with RNs' ability to provide safe, quality patient care.

John Arce Delegates also had the opportunity to hear from other leaders, including National Student Nurses Association (NSNA) President John Arce. Arce updated the HOD about NSNA's longstanding campaign to increase the diversity of the nursing profession called "Breakthrough to Nursing."

"It is our duty and responsibility to ensure that nursing reflects the population we serve," Arce told the delegates.

Barbara Blakeney Also at the House, President Barbara Blakeney, MS, APRN,BC, ANP, accepted an award given to ANA for its leadership in efforts to promote excellence in health care given in correctional facilities. "Working together, we can accomplish great things for our profession," she said.

Blakeney also touched on numerous initiatives that ANA and its constituent member associations have been addressing, such as federal funding for nurse education, limits on mandatory overtime and ANA's ergonomics campaign known as "Handle with Care."

Scores of RNs also are expected to participate in several preconference workshops June 26, including "Safe Patient Handling and Movement" and "Basic Disaster Life Support," as well as events sponsored by ANA's Government Affairs Department under the theme, "Your Vote Matters: 2004."

U.S. Health Care Safety Net and Emergency Department Crowding

6/07/04
Major gaps in America's health care safety net are forcing uninsured and Medicaid patients to seek care in the nation's already strained emergency departments, according to a report released by George Washington University researchers. Researchers found that the availability of specialty care for these vulnerable patients is poor in all 10 communities assessed, with waits of six months or more for a visit common, and available dental and behavioral health care almost nonexistent.

Though the availability of primary care is relatively high in most communities, the report found that 42% of ED visits were non-emergent or treatable in a primary care setting, even during hours when primary care clinics are open, suggesting "uninsured and underinsured patients often lack knowledge about how to navigate the health care system."

The report, released through the Robert Wood Johnson Foundation's Urgent Matters program at GWU, is available at www.urgentmatters.org/about/sna_reports.htm.
