More than 8.5 million children in America do not have health insurance. Most of these children are eligible for Medicaid or the State Children's Health Insurance Program (SCHIP), but their parents may not realize they qualify. In fact, many adults are eligible too. To get the word out about the availability of low-cost and free health coverage, Covering Kids & Families will launch its fourth annual Back-to-School outreach campaign this summer. ANA's members can help raise awareness about this effort and available low-cost and free health coverage programs. The Back-to-School campaign will kick off with a news conference in Washington, D.C. on July 31, 2003, and will be followed by hundreds of outreach activities across the country. The Covering Kids & Families Back-to-School 2003 Campaign Action Kit has all the tips and templates you need to participate at any level, whether you want to set up an enrollment event or simply write a letter to the editor. Free materials - including fliers and posters promoting the national 1- (877) KIDS-NOW hotline (which families can call to find out their eligibility) - are available to help publicize events.

Faced with high vacancy rates and spending up to $1.5 million a month on outside nurses, Methodist Hospital in Houston, TX, set its goal on making nursing more appealing by emphasizing education and promotion opportunities, using fewer outside nurses, and giving nurses more authority.
Some steps that Methodist Hospital has taken to keep an adequate nursing staff include: making nurses and nursing supervisors a key part of the hospital's governance process; offering career progression incentives to reward nurses for remaining with the hospital; and creating a pool of staff nurses who can provide backup, so that nurses are not forced to work frequent double shifts. U.S. Department of Health and Human Services (HHS) Secretary Tommy G. Thompson announced that food labels will be required to list the amount of unhealthy trans fatty acids, or trans fat, to give consumers better information when choosing their foods.
The new requirement through the Department's Food and Drug Administration (FDA) will mean that manufacturers of most conventional foods and some dietary supplements will have to list in the Nutrition Facts panel the trans fat content of the product, in addition to the information about its overall fat content and saturated fat content.

A report recently released by the World Health Organization (WHO), the International Council of Nurses (ICN) and the Royal College of Nursing (RCN), UK, called International Nurse Mobility Trends and Policy Implications examines trends in international recruitment and migration of nurses. It studies the experiences of five "destination countries" and four "source" countries/regions. The report identifies those "push" and "pull" factors that stimulate nurses to migrate and discusses some of the policy implications related to this migration. The issue of nurse migration continues to be of interest to ANA from the perspective of the nursing shortage, as well as issues related to changing U.S. immigration law and the ongoing efforts by the U.S. government to negotiate numerous bilateral and multilateral trade agreements that include trade in services.

This year's National Depression Screening Day (NDSD) - held on October 9 and cosponsored by the American Nurses Association - offers a concise, easily comprehensible questionnaire that screens patients for a range of disorders in an effort to bolster resiliency during trying times.
New this year, nurses interested in conducting an NDSD program in their practice can receive three continuing education credits for completing a self-education component.
Registered sites receive a free kit of materials that includes self-screening forms with scoring instructions and referral guidelines, diagnostic aids, clinician's guide, videos, posters and educational materials for diverse audiences, including older adults and Spanish speakers.

The New York Times Job Market has launched its first annual nursing awards and is looking to honor four nurses who have made a special impact on the lives of their patients or colleagues. Two nurses nominated by their patients and two nurses nominated by their colleagues will be announced in The New York Times Magazine on Nov. 2 and will be honored at a special Tribute to Nurses reception in New York.

"Translating Research Evidence into Best Practice" is sponsored by the University of Rochester School of Nursing-Center for Research & Evidence-Based Practice and will take place on
June 4-5, 2004 in Rochester New York.
Evidence-based practice is a process by which nurses and other health care professionals make clinical decisions using the best available research evidence, their clinical expertise and patient preferences within the context of available resources.

More than two million patients annually acquire an infection while hospitalized in U.S. hospitals for other health problems and 88,000 die as a direct or indirect result of these infections, according to estimates from the Centers for Disease Control and Prevention (CDC). In addition, the CDC reports that efforts to treat these infections add nearly $5 billion to health care costs every year.
The Joint Commission on Accreditation of Healthcare Organizations (JCAHO), which accredits nearly 17,000 health care organizations, has released for field review proposed changes that would strengthen standards to help prevent the occurrence of deadly nosocomial infections. The draft infection control standards for ambulatory care, behavioral health care, home care, hospital and long term care organizations are posted at www.jcaho.org.
An expert group of physicians, nurses, risk managers and other health care professionals helped JCAHO revise the standards. ANA member Elaine Larson, PhD, RN, FAAN, CIC, represents the ANA on the group, which identified six principal areas of emphasis: staffing and personnel issues, adherence to national guidelines, employee health, data collection and analysis, care of the environment and equipment and supplies, and evaluation of infection control programs.
ANA is asking nurses who review the standards to forward comments to Rita Munley Gallagher at RGallagh@ANA.org by 5:00 pm on July 25 so that the ANA can incorporate nurses' perspective into its own. Full implementation of the modified standards is targeted for January 2005.

2004 Conference: Renaissance in CNS Practice: Transforming Nursing in the 21st Century - March 11 - 13, 2004 - San Antonio, Texas
The theme of the 2004 NACNS Conference, "Renaissance in CNS Practice: Transforming Nursing in the 21st Century", focuses on changes and innovations in education and practice that enhance CNS practice. The keynote speaker will focus on the scope of research based innovation in nursing and on the use of this knowledge to shape clinical practice in new ways. Abstracts will be considered for both concurrent session and poster presentations. Authors may submit abstracts of completed work, work in progress, or work presented at local or regional meetings.

The ANA is protesting proposed revisions from the Department of Labor as well as legislation that would undermine some of the crucial protections of the Fair Labor Standards Act.
Specifically, under revisions proposed by DOL last spring, employees who devote more than 20 percent of their work per week to non-exempt duties could be classified as exempt and the job requirements of administrative and professional employees would be raised in a manner that would expand the number of professional workers, such as RNs, who are exempt from overtime protections.
In terms of the administrative positions, the proposed rule implements a new standard that requires the administrative employee to hold a "position of responsibility" with the employer. ANA has submitted comments opposing the revisions, noting that registered nurses are licensed professionals who share a responsibility for the outcomes of nursing care , which means all nurses could be classified as "administrative employees" and exempted from overtime pay
ANA also expressed concerns about the redefinition of who is a learned professional. Learned professionals are presently exempt if they exercise discretion and independent judgment and perform office or non-manual work which requires knowledge of an advanced type in a field of science. The proposed regulation eliminates the discretion and judgment facet of this test and recognizes knowledge acquired by alternative means, such as a combination of intellectual instruction and work experience. This new definition will add many health care workers including registered nurses to the learned professional exempt category. The ANA is concerned that this will not only result in many registered nurses losing their overtime protections, but will also encourage health care institutions to use mandatory overtime as a staffing strategy. ANA will continue to monitor and protest these proposed revisions as they go through the rulemaking process.
