Reader's Digest Covers Nursing Shortage

As anticipated, the September issue of Readers' Digest includes an article that focuses on the growing nursing shortage and its consequences. "Condition Critical" includes first-person accounts from nurses and examples of patient outcomes that were negatively affected by inadequate nurse staffing. In addition, it cites some of the related research studies and outlines some of the obstacles to successful recruitment and retention. ANA President Barbara Blakeney, UAN President Cheryl Johnson and New York State Nurses Association member Julie Semente are quoted, and a link to the list of ANCC's Magnet hospitals is included as well as a description of the positive attributes of Magnet-designated facilities. The October issue will include a follow up article, "One Day in Critical Care: A Nurse's Story." The September issue is currently available on news stands.

Nurses Well Represented on "100 Most Powerful People in Healthcare" List

Seven nurses made Modern Healthcare's 2nd annual list of the "100 Most Powerful People in Healthcare" which was announced today. These included ANA President Barbara Blakeney, ANA CEO Linda Stierle, UAN President Cheryl Johnson and ANA Past President Mary Foley. Nurses' Input Sought on Accreditation Standards

The Commission on Collegiate Nursing Education (CCNE) - a nationally recognized accrediting agency for baccalaureate and graduate-degree programs in nursing - is seeking input from nurses on its revised Standards for Accreditation of Baccalaureate and Graduate Degree Nursing Programs. As part of its revision process, the CCNE appointed a committee to review the existing standards and to solicit feedback from CCNE's various constituencies through a variety of means, including a third-party comment period, an online survey and face-to-face meetings with constituents at forums. Based upon its review of the existing standards and the feedback it received, the CCNE voted at its May 2003 meeting to adopt the revised standards, which can be accessed by visiting the CCNE Web site at http://www.aacn.nche.edu/accreditation/standards.htm.

Nurses have the opportunity to influence the proposed standards during a final review period by completing an online survey by September 17, 2003. Go to http://198.77.143.134/CCNE/SRVY03-all.htm to complete the survey. Depending on your familiarity with the accreditation standards, the estimated completion time is 20 minutes. The results of the survey will be considered in this final stage of the standards review process. CDC Suspends Tiered Flu Vaccination Schedule

The Centers for Disease Control and Prevention (CDC) has suspended the tiered influenza vaccination schedule for the 2003-04 season after determining that there will be a sufficient supply of vaccine available this coming season. With this suspension, immunizers are encouraged to vaccinate everyone--high-risk and healthy persons--beginning in October. Influenza vaccine is still available for purchase. Immunizers are encouraged to order vaccine in time to begin October immunization programs. For more information, please visit CDC's Web site at www.cdc.gov/nip/flu/default.htm.

National Adult Immunization Awareness Week

The National Foundation for Infectious Diseases and National Coalition for Adult Immunization spearheads this annual observance to coordinate awareness-raising activities that focus on adult and adolescent immunization.

The theme for this year is "Immunization: Building a Path to a Healthy Tomorrow." The 2003 Campaign Kit is designed to: provide resources to help educate consumer and health care workers about adolescent and adult immunization. Order form is available at www.nfid.org/publications/naiaw03.

CMS Expands Medicare Web Site to Assist Health Care Practitioners and Providers

The Centers for Medicare & Medicaid Services (CMS) unveiled an expanded and improved CMS web site to make it quicker and simpler for providers and health care practitioners to access valuable information that will help them better serve Medicare beneficiaries.

This information is aimed at allowing more effective use of the CMS web site by focusing on the informational needs and interests of Medicare providers, including physicians and other practitioners.

CDC Satellite Broadcast on Immunization

This live satellite broadcast will provide up-to-date information on the rapidly changing field of immunization. Two live broadcasts will air at the following times: 9 am - 11:30 am ET noon - 2:30 pm ET on August 21.

CAPC Launches Palliative Care Leadership Centers

The Center to Advance Palliative Care is pleased to announce the Palliative Care Leadership Centers, an initiative funded by the Robert Wood Johnson Foundation to support the increasing number of palliative care programs in hospitals nationwide. The Palliative Care Leadership Centers are six premier palliative care programs representing diverse care delivery settings, including academic medical centers, cancer centers, health systems, and community-based organizations. The Centers are funded to provide free site visits, training, and technical assistance to hospitals seeking to develop and strengthen their own palliative care programs.

Urgent Action Needed -- Support the Collins/Mikulski Amendment to Fund the Nurse Reinvestment Act

Congress is moving forward to finalize fiscal year 2004 funding bills for nursing education, recruitment, and retention - including the programs established in the Nurse Reinvestment Act. Unfortunately, the bill that has passed the House of Representatives (H.R. 2660) and the Senate Committee bill (S. 1356) contain flat funding ($0 increase) for these programs. With such inadequate funding, the benefits of the Nurse Reinvestment Act will never be realized.

Recognizing the urgent need to fund nursing education, Senators Susan Collins (R-ME) and Barbara Mikulski (D-MD) have announced that they will offer an amendment on the Senate floor to increase funding for nursing education by $63 million. If enacted, this amendment would increase nurse education funding to a total of $175 million for FY 2004, the ANA recommended amount.

ANA urges you to contact your Senators to ask them to support the Collins/Mikulski amendment. Tell your Senators that they must complete the promise of the Nurse Reinvestment Act. Do not delay; the Senate will begin debate on the health funding bill on September 2. The number for the Congressional switchboard is (202) 224-3121. Act today...

Institute of Medicine Committee Report to CDC on Smallpox Vaccination Program

The Institute of Medicine (IOM) Committee on Smallpox Vaccination Program Implementation released its 4th Letter Report to the Centers for Disease Control and Prevention (CDC). This committee was established to provide advice to the CDC and program managers on selected aspects of pre-event smallpox vaccination program implementation.

The 4th report includes: 1) a discussion of smallpox preparedness and its integration into overall public health preparedness; 2) the committee's advice regarding offering vaccination to members of the general public who insist on receiving it; and 3) an examination of selected aspects of smallpox vaccination program implementation.

CMS Proposes Increase for Hospital Outpatient Services

The Centers for Medicare & Medicaid Services (CMS) issued a proposed rule updating payment rates to hospitals under the outpatient prospective payment system (OPPS) that would increase payments for individual services provided to Medicare beneficiaries in hospital outpatient departments by 3.8 percent in calendar year 2004.

NMHA's 2004 Annual Conference

The National Mental Health Association (NMHA) invites you to submit presentation proposals for its 2004 annual conference, "Justice For All: Fighting for America’s Mental Health" taking place in Washington, D.C. on June 9-12. The conference will focus on the barriers many people encounter in obtaining treatment for their mental illnesses. Mental Health Associations and other partners will play significant roles in presenting workshops in five specific topic areas: advocacy, organizational capacity, public education, services and supports and fundraising.

August Meetings to Gather Input for Electronic Health Records

ANA is part of a collaborative of health care organizations and associations working to develop a draft standard for electronic health records. A series of six regional forums, August 11-20, will allow end-users to provide feedback on the draft. The collaborative, named Health Level 7 (HL7), has drafted the functional standard at the request of the US Department of Health and Human Services (DHHS). ANA Participates in Dialogue on SARS Diagnostics

On July 14, the Food and Drug Administration sponsored a "SARS Diagnostics: Scientific and Regulatory Challenges" in Rockville, MD. The purpose of the meeting was to bring together stakeholders to consider resources and methods to evaluate diagnostic tests for Severe Acute Respiratory Syndrome (SARS).

Representatives from government public health agencies, academia, medical device product manufacturers, clinical professions (including ANA), and the international community attended. Topic areas discussed included describing various diagnostic measures used during SARS outbreaks; streamlining/expediting FDA-approval for SARS diagnostic tests; encouraging public-private partnerships to develop effective, reliable SARS diagnostic tests; and prompt distribution and use of SARS diagnostic tests among clinicians and laboratories. The meeting was the first to initiate public dialogue among pertinent stakeholders to better handle the potential and anticipated resurgence of SARS as well as other emerging infectious diseases.

Anthrax Education Coalition Formed

ANA has joined a coalition of public health, medical, and bioterrorism organizations formed to combat misinformation and confusion about anthrax and the vaccines developed to prevent anthrax infection. Called the Partnership for Anthrax Vaccine Education (the Partnership), the coalition will provide the public with the most comprehensive, timely, and reliable information available on the issue of anthrax infection.

As part of its public education efforts, the Partnership has established a Web site (www.anthraxinfo.org) to supply comprehensive science-based information about anthrax and anthrax vaccination to consumers and professionals.
