According to recent reports from the U.S. Bureau of Census, about 54 million people live in areas defined as "rural". Provision of health care especially in regions defined as Health Personnel (professional) Shortage Areas (HPSAs) has been characterized by an insufficient numbers of all types of health care providers and which has become a national priority in the past decade. HHS Enhances Medicare Drug Card Program to Help Seniors Choose Lower-Cost, Similar Drugs

Department of Health & Human Services (HHS) Secretary Tommy G. Thompson announced new measures to help seniors get the lowest price possible for their medicines by allowing them to compare prices for similar drugs used to treat common diseases such as high cholesterol or blood pressure. Secretary Thompson said the enhancements to the Medicare-endorsed drug discount program give seniors another tool to save even more money on their prescription drugs and will create more incentives for drug companies to lower their prices as they compete for consumers. Planning Guide for Public Health Preparedness

The Agency for Healthcare Research and Quality (AHRQ) has released a planning guide designed to help state, county, and local officials meet Federal requirements to prepare for a public health emergency. Developed by researchers at Weill Medical College of Cornell University and
New York-Presbyterian Hospital, the guide complements a Strategic National Stockpile guidebook prepared by the Centers for Disease Control and Prevention, which includes a chapter on dispensing medications and vaccines. To view guide, go to

At the request of the Centers for Medicare and Medicaid, The National Quality Forum (NQF) embarked on the 'Standardizing Home Health Care Performance Measures' project in December 2003 to identify a set of performance measures for evaluating the quality of home health care. The University of Central Florida (UCF) has expanded its basic nursing program by setting up a community clinic at a homeless center in Daytona Beach to give nursing students hands-on training. Students will have the opportunity to give children immunizations, run a health fair for the elderly, and offer classes in nutrition and parenting skills. Eventually, students will provide more complex medical care at the new homeless center clinic.

The Health Forum Fellowship program has announced that applications are
being accepted for the 2005-2006 Patient Safety Leadership Fellowship.
Upon completion of the program, Fellows will return to their organizations
with tools, skills, models and leadership capabilities to create a culture
of safety and reduce harmful or hazardous conditions and patient harm
in their organizations.
Deadline for applications is January 10, 2005 and Fellows will be selected

ANA Move Update

The ANA offices
will be moving Saturday and Sunday, September 11-12 to its new headquarters
building.
The offices will
be closed on Monday and Tuesday and the Association expects to be open
for business 9 AM Wednesday, September 15.
Computers and phones
will be disconnected at 5 PM on Friday, September 10. Phones will roll
over or provide a voicemail but staff will not be accessing either computers
or phones until Wednesday, September 15.

The Centers for Disease Control and Prevention has released "The Women's Health and Mortality Chartbook," a collection of the latest state data on key issues of relevance to women's health. The report ranks each state, the District of Columbia and Puerto Rico on 27 indicators such as major causes of death, health risk factors, preventive care and health insurance coverage. The SAMHSA Minority Fellowship Program (MFP) at the American Nurses Association held its first MFP Summer Institute, August 11 - 15, at the Wolstein Research Building, School of Medicine, at Case Western Reserve University in Cleveland, OH. This weeklong intensive Institute focused on Research Methods and Applied Statistics.

The Woodrow Wilson -- Johnson & Johnson Dissertation Fellowships in Women's Health encourage original and significant research about women that crosses disciplinary, regional, or cultural boundaries. Students in doctoral programs such as nursing, public health, anthropology, history, sociology, psychology, and social work, at graduate schools in the United States are eligible to apply. Candidates must have completed all pre-dissertation requirements, including approval of the dissertation proposal and expect to complete their dissertations by the summer of 2006. The Census Bureau has announced that the number of uninsured Americans increased by more than 1.4 million in 2003. For the second consecutive year, there has been a substantial increase in the number of Americans living without health care coverage. The Census Bureau also reported that a decrease in employment-based health insurance coverage contributed to the increase in the number of uninsured.

The Florida Nurses Association has announced that Florida will likely need out-of-state licensed nurses to provide relief for the staff at the hospitals and long term facilities, especially in the coastal areas. The Florida Board of Nursing has an expedited process for issuing temporary licensure in Florida but nurses will have to apply through approved agencies only.
The state has a very comprehensive web site dedicated to disasters at www.disasterhelp.net/vflorida. This site will inform nurses on everything they need to know regarding how they can volunteer as well as information on licensure issues. Also, a toll-free hotline at 1-800-354-3571 has been established for health professionals.

The Kaiser Family Foundation's State Health Facts Online is a free resource that provides quick access to these topics and others, totaling nearly 400 indicators covering state-level and U.S. data on health, health care, and health policy. Updated state data are also now available on smoking, obesity, and death rates for cancer, stroke, diabetes, heart disease, and firearms, based on information from the Centers for Disease Control and Prevention. Three New OJIN Articles

Three new articles have just been posted on OJIN (Online Journal of Issues in Nursing)! An article on pain assessment and management in elderly adults by Hanks-Bell, Halvey, and Paice is an addition to the Health Care and the Aging Population topic.
A new article for the Telehealth topic, by Buckley, Tran, and Prandoni, describes research that studied factors that influenced the receptiveness, use, and acceptance of videophones by the family caregivers of stroke patients.
A third article, by Riba, Greenberger, and Reches, discusses state involvement in professional nursing development in Israel, and adds to the Nursing Around the World topic. We hope you will read and enjoy these latest postings.
