Since the column was published there have been other moves toward open access. The Research Councils of the United Kingdom (RCUK) issued a statement in July in support of publicly funded research being made widely available in a timely manner (www.rcuk.ac.uk/access/2006statement.pdf). In October, leaders of major higher education and library organizations in the U.S. gave their support to efforts by the Federal government to make government - funded research publicly accessible (www.arl.org/forum06/). These are exciting times as we witness significant change in the accessibility of published scholarly research.
