President Clinton Appoints ANA General Counsel As Vice Chairman Of The Merit Systems Protection BoardWashington, DC -- President Clinton has appointed American Nurses Association (ANA) General Counsel Barbara J. Sapin, to serve as vice chairman of the Merit Systems Protection Board. Sapin was nominated for the position on May 3, 2000, and President Clinton made the recess appointment on Dec. 27. Sapin has served as general counsel to the American Nurses Association since 1995. She previously served as ANA's labor counsel from 1990-1995. Before joining ANA, Sapin held several positions at the National Labor Relations Board in the Appellate Court Branch, Chicago Regional Office and as Senior Counsel to a board member in Washington, DC. Sapin will serve on the U.S. Merit Systems Protection Board which is an independent, quasi-judicial agency in the Executive branch. The board deals with cases involving the federal merit systems and hears and decides appeals from agency personnel actions. The board also makes decisions on other types of civil service cases, reviews significant actions and regulations of the Office of Personnel Management, and conducts studies of the federal merit systems. Sapin is a member of the Bar in the District of Columbia. She received a bachelor of arts degree in psychology from Boston University and a juris doctorate from Columbus School of Law, Catholic University of America. # # # The American Nurses Association is the only full-service professional organization representing the nation's 2.6 million Registered Nurses through its 54 constituent associations.
